CLASSIFICATION: Full-time, exempt.
REPORTS TO: Chief Program Officer
DIRECTLY SUPERVISES: Counselor/Advocates (as assigned), Volunteers (as assigned)
QUALIFICATIONS
BA or BS Degree in a Social or Human Service field or equivalent experience with a minimum of three years’ experience in assisting victims of crime or relevant field. Experience working with victims of crime in multi-disciplinary teams required. Must be familiar with community resources and knowledgeable about options available to victims and survivors of domestic violence. Must be self-assured, assertive and confident in working with diverse groups. Good community networking skills, public speaking skills and written and oral communication skills required. Ability to work variable hours on a daily and/or weekly basis. Must possess the ability to work independently and participate with a work collective. Familiarity with personal computers to include word processing and databases is preferred. Must demonstrate a commitment to the principles of empowerment, self-determination and diversity as per VRC mission and philosophy. Must successfully complete training and certification as Sexual Assault Counselor and Domestic Violence Counselor/Advocate. Ability to travel is required. Must possess a valid driver’s license, access to an automobile to perform program duties and automobile insurance as required by law.
CLEARANCES REQUIRED
At point of hire, periodically thereafter, able to secure the Pennsylvania State Police background clearance and the Pennsylvania Child Abuse History clearance and the FBI background clearance. Other clearances may be required as relevant to the position.
PHYSICAL REQUIREMENTS
Ability to sit for extended periods of time. Ability to reach, twist, turn, bend, stoop, walk and occasional lifting. Computer proficient and ability to complete data entry tasks. Ability to communicate efficiently in written form.
GENERAL DUTIES
Responsible for programmatic supervision and direction of VRC Housing Services, including coordination of housing stability advocacy, providing referrals, safety planning and administration of homeless prevention client assistance funds. The Manager assists in managing a budget and completes reports for the grants that support the program. The Manager of Housing Services will have the following specific duties:
ADMINISTRATIVE MANAGEMENT
- Serves as a member of the Management Team.
- Collaborates with the Chief Executive Officer, Chief Program Officer, Chief Financial Officer and other Senior Management Team members in organizational development.
- Develops and maintains statistical reports that will provide the agency with sufficient information to identify emerging trends and unmet needs.
- Assist in assigned grants management reporting.
- Assist with department administrative functions
PROGRAM
- Oversees implementation of the Housing Program.
- Provides coordinated entry and intake assessments for participants seeking housing support, identifying housing service needs and coordinating initial services.
- Supports participants in finding and securing safe, affordable housing.
- Helps families access resources for housing related assistance (i.e. furniture procurement, utility assistance, etc.).
- Provides mobile advocacy and community engagement as needed.
- Conducts inspections of participants’ prospective housing to ensure it meets the minimum requirements outlined by HUD.
- Works closely with landlords throughout the community to develop partnerships for potential housing for clients of the program.
- Help participants prepare to exit the program by making arrangements with other service providers as appropriate and help provide follow-up services as needed. This may include home visits.
- Complete follow-up contacts with previous program participants.
- Identifies unmet needs of clients, conducts feasibility studies and develops new program initiatives when appropriate.
- Promotes client access to services through appropriate liaisons and collaborations and through staff assignment of responsibilities within VRC.
- Advocates for clients to enhance their quality of care.
- Assist the Chief Program Officer in providing the direction, leadership and coordination of agency activities in such a manner as to insure maximum benefits to clients and community while preserving the integrity of VRC.
- Assist the Chief Program officer in ensuring that local, state and national best practices and policies are followed.
SUPERVISION
- Directly supervises Counselor/Advocates (as assigned) and Volunteers (as assigned).
- Provides effective leadership that encourages a positive and creative work environment.
- Ensures appropriate and effective use of staff resources, including clear delegation of responsibilities.
- Assists the Chief Program Officer in encouraging staff participation in providing input to changes in planning, policy making and operations.
COMMUNITY
- Represents VRC, and their services in select public relations.
- Participates with other agencies in developing and coordinating assessment of social/victim programs in the community and developing appropriate service solutions.
- Attends community events of other agencies and groups to build VRC stakeholder base.
- Serves as a representative of VRC within the broader community.
- Serves on relevant local, state, and national community boards and committees. concerned with victim service issues and communicates and facilitates the VRC service mission as needed.
OTHER
- Performs other duties as assigned.
- Attends ongoing training as required for the position.
- Adheres to all applicable VRC professional, program and direct service standards.
- Assists in carrying out VRC mission.
- Adheres to all agency policies and procedures.
- Attends fundraising events; participates in the coordination of said events as needed.
- Actively participates in supervisory meetings/sessions with direct supervisor and/or other management staff.
