POSITION SUMMARY
The Evaluation Specialist is responsible for providing overall evaluation support to PCADV. The Evaluation Specialist will also provide support to member programs to assist with local and statewide evaluation efforts, and provide training and technical assistance on an ongoing basis.
SUPERVISORY RESPONSIBILITIES
This position has no supervisory responsibilities.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Evaluation
- Developing, implementing, and maintaining evaluation plans, frameworks, and methodologies for PCADV and its member programs
- Identify existing state-level data collection indicative of IPV and incorporate tracking of said indicators into the overall project evaluation
- Participate in the ongoing development of survey instruments and other mechanisms for gathering information from Pennsylvanians regarding their attitudes and beliefs towards intimate partner violence
- Develop and implement evaluation of local, regional, and state-level prevention and intervention activities. Use this information to adapt and improve prevention and intervention efforts and plan for sustainability
- Interpret and use data to inform decision-making for the organization
- Support the use of community knowledge in building evaluation capacity and evaluating specific strategies
Reporting
- Produce evaluation reports for a variety of purposes, including continuous quality improvement, funder reports, and report-outs for membership programs
- Assist in the completion of specific reporting requirements
Planning & Implementation
- Participate in and help facilitate statewide leadership team meetings, as well as regular regional meetings with local programs
- Keep current on all national and local trends and research within the field of genderbased violence and evaluation
Training & Technical Assistance
- Offer evaluation trainings and technical assistance to member programs, specifically around collecting, storing, and analyzing data
- Assess the evaluation needs and resources of PCADV, as well as the member programs
- Participate in the organizational capacity building of PCADV by developing and implementing strategies to build staff’s knowledge, understanding, and ability of intimate partner violence work into their fields of expertise
Collaborations
- Maintain strong collaborative working relationships with local member programs as well as PCADV’s State Leadership and Implementation Support teams
- Engage the abovementioned stakeholders; offer guidance and collective decision making around designing and interpreting the evaluations
ADDITIONAL SKILLS AND ABILITIES
- Perform other duties as assigned
EDUCATION / EXPERIENCE
Bachelor’s in the field of economics, econometrics, sociology, public policy, data science,
statistics, or another field closely related to evaluation
- At least two years of professional experience with community-based/participatory evaluation, as well as both long- and short-term project evaluations
- Experience conducting and facilitating evaluations
- Experience in organizational and individual evaluation capacity building
- Experience with the evaluation of primary prevention initiatives
- Experience with process and outcome evaluations
COMMUNICATION SKILLS
- Writes clearly and informatively; ability to convey evaluation work in a way that is comprehensive to various audiences.
- Excellent verbal presentation skills and the ability to communicate with a wide variety of people and audiences.
- Experience with meeting facilitation and training.
- Ability to communicate effectively on the telephone and via virtual meeting platforms
REASONING/SOCIAL/PSYCHOLOGICAL/OTHER SKILLS & ABILITIES
- Excellent problem-solving skills and the ability to facilitate critical thinking processes
- Ability to develop and maintain cooperative relations with a diverse range of individuals and organizations
- Demonstrated ability to manage time, evaluate progress, and adjust activities to complete work within established time frames; ability to effectively handle multiple tasks simultaneously
- Ability to work independently as well as collaboratively
COMPUTER SKILLS
- Proficiency with computers, “Mac” environment preferred
- Understanding of Microsoft Office Products, with proficiency in Excel preferred
OTHER SKILLS & ABILITIES
- A commitment to PCADV’s mission statement and Principles of Unity is required
- Access to reliable transportation; willingness and ability to travel locally and statewide; some overnight travel may be required
- Ability and willingness to work cooperatively with a diverse group of people
- Demonstrated knowledge of intimate partner violence and understanding of related issues
- Demonstrated understanding of issues of cultural and socioeconomic diversity as they apply to domestic violence prevention, intervention, and services, and the intersectionality of institutionalized systems of oppression and domestic violence

Note: This position is mostly remote. Facilitation of some in-person responsibilities may be
required. This position requires that the employee maintain residency in the Commonwealth of
