The Pennsylvania Coalition Against Domestic Violence (PCADV) is looking for a dynamic Director of Public Policy who is committed to taking an active role in advancing our mission to end intimate partner violence and all forms of violence and oppression.
POSITION SUMMARY
The Policy Director is responsible for working closely with PCADV Leadership and Member Programs to lead and coordinate the development and advocacy of PCADV’s policy agenda, both in legislation as well as the broader public policy and systems advocacy for PCADV. The Policy Director is responsible for ensuring that PCADV’s policy agenda reflects the strategic plan of the organization, goals of its membership, and the needs of the communities it serves. The Policy Director maintains constructive and collaborative relationships with PCADV staff, member programs, committees, board members, the National Network to End Domestic Violence (NNEDV) as well as allied organizations, grassroots coalitions, and government officials to advance PCADV’s policy agenda.
*Note: This position is primarily remote. Some in-person meetings and event support will be required.
Salary Range: $85,00-$110,00
ESSENTIAL DUTIES AND RESPONSIBILITIES
Policy Development and Advocacy
- Analyze political, legislative, regulatory, and other initiatives that impact survivors of domestic violence and PCADV member programs and identify public policy issues to raise with internal governance including the Chief Executive Officer, the Chief Officers, the internal Public Policy Work Group, the Legislative and Public Policy Committee of the membership, and/or Member Programs
- Coordinate the collaborative development of a public policy agenda and legislative positions that support PCADV’s mission and CORE values
- Responsible for the planning, development, and implementation of public policy advocacy activities, including legislative visits, lobby day for membership, drafting/delivering testimony, working collaboratively with the Legal Team to draft legislation, and writing related legislative correspondence
- Research and respond to technical assistance requests regarding policy issues
- Leads PCADV’s internal Public Policy Work Group to identify, prioritize, and track bills and other advocacy initiatives for analysis and positions, in line with PCADV’s policy agenda
- Research and write position papers, testimony, and other public policy materials for use by PCADV staff, member programs, and allied organizations
- Prepare and deliver in collaboration with the other staff, an array of training materials and/or presentations on pertinent public policy issues and topical areas with significant policy dimensions
- Serve as the staff liaison to PCADV’s Legislative and Public Policy Committee, comprised of member programs. Coordinate and facilitate committee activities in cooperation with the Chair
- Prepare regular policy and advocacy communications for member programs and attend PCADV membership meetings to apprise member programs of policy developments and advocacy opportunities
- Lobby the Pennsylvania General Assembly, United States Congress, and other governmental bodies to advance the policy interests of PCADV and its membership
- File quarterly lobbying expense reports with the PA Department of State
- Perform other duties as assigned
Building and Sustaining Partnerships:
- Support a grassroots and grass tops advocacy system for survivors of domestic violence throughout Pennsylvania; Nurture effective relationships with PCADV leadership, staff, and advocates for mutual support, problem solving, and capacity building, and to collectively advance the Coalition’s mission of ending domestic and intimate partner violence
- Collaborate with internal and external colleagues and allies in the development of community partnerships to enhance the delivery of comprehensive services to victims of domestic violence and their children
Responsibilities to the Organization:
- Serve as a resource to all PCADV staff in the development and provision of their own public policy and government relations related activities
- Attend department and team meetings, and PCADV management and staff meetings and in-service trainings; Contribute to discussions and analysis of issues to advance PCADV’s mission to end intimate partner violence and all forms of violence and oppression
- Ensure that the goals, objectives, and activities set forth in the PCADV strategic plan, staff work plans are carried out in a manner that is in compliance with project timelines and fiduciary responsibilities
Other responsibilities include:
- Support the work of the various committees of the Board of Directors, Membership and staff of PCADV as assigned
- Perform other duties as assigned
- All duties performed on an ongoing basis
SUPERVISORY RESPONSIBILITIES
This position supervises the Policy and Program Services Coordinator.
EDUCATION AND EXPERIENCE
- Bachelor’s or advanced degree preferred; equivalent combination of education and experience may also be considered
- Minimum of seven years of relevant experience in government relations and/or systems advocacy; human services experience preferred
- Working knowledge of the processes and procedures of the Pennsylvania State Legislature and the executive branch
QUALIFICATIONS AND COMPETENCIES
- All essential functions are to be performed at PCADV’s headquarters located in Harrisburg, PA and the Pennsylvania State Capitol
- A commitment to PCADV’s mission and CORE values is required
- Experience working with diverse audiences, including elected officials and coalition partners
- Demonstrated knowledge of domestic violence and understanding of related issues and demonstrated commitment to social justice
- Commitment to ending violence against women
- Demonstrated understanding of issues of cultural and socioeconomic diversity as they apply to domestic violence prevention, intervention, and services and the intersectionality of institutionalized systems of oppression and domestic violence
- Ability to manage multiple issues and projects simultaneously
- Access to reliable transportation; willingness and ability to travel locally and statewide; some overnight travel may be required
- Ability to maintain confidentiality
Communication Skills
- Polished and persuasive written and verbal communication and comfort with public speaking
- Ability to effectively interpret and analyze pending and enacted legislation, professional journals, and research articles; ability to write legislative and business correspondence, testimony, position papers, and training materials
- Ability to effectively and cogently present information to legislators and their staff, PCADV employees and member program staff, allied organization staff, members of the media, and the general public
Computer Skills
- Experience with both Mac and PC platforms
- Intermediate to advanced experience using the Microsoft Office Suite
- Experience with Pennsylvania Legislative Services and membership management platforms preferred
- Experience with virtual meeting/webinar platforms (Adobe Connect, WebEx, etc.), preferred
